A safer alternative

There is a safer instrument that exists today: the pass-through certificate. A finance company has already made 10,000 small loans: to a kirana store in Surat, a truck owner in Ludhiana, a workshop in Coimbatore. It puts them in a separate trust, which issues certificates. Each month, as those borrowers pay their EMIs, the money passes through to whoever holds them.
