8th Pay Commission salary calculator: Check Level 5–8 basic pay at 2.0, 2.1, 2.25 and 2.57 fitment factors

The 8th Pay Commission completed nine months on 3 August, i.e., half of its allocated time. Soon it will have completed ten months since its constitution. It was constituted on 3 November 2025 and was given 18 months by the Union Cabinet to draft recommendations on salary revisions, allowances, and other related aspects and to submit its final report.

This means that the final report of the 8th Pay Commission is expected to be submitted to the government by May or June 2027. Given these developments, central government employees, pensioners, and associated stakeholders are closely following the 8th Pay Commission, as the discussion and consultation process has now entered its business end.

Going forward, discussions are lined up in Jaipur on August 31 and September 1, 2026. This will be followed by meetings and consultations in Chennai and Puducherry in September.

Over the past several meetings held across the nation, a key issue of focus has been the fitment factor. This metric will determine the revised basic pay under the new pay structure. It is also worth noting that in the 6th and 7th Pay Commissions, the adopted fitment factors were 1.86 and 2.57, respectively.

On the other hand, prominent employee unions and pension bodies such as NC-JCM, AIDEF, and FNPO, among others, have requested a higher fitment factor for the 8th Pay Commission to help serving employees and pensioners combat rising inflation and lifestyle costs more effectively.

Keeping these important factors in mind, the calculations below show how basic pay at Levels 5 to 8 could change if fitment factors of 2.0, 2.1, 2.25 and 2.57 are applied. Do note, these are illustrative estimates, not final 8th Pay Commission salaries.

8th Pay Commission fitment factor: What are employee bodies demanding?

The National Council-Joint Consultative Machinery (NC-JCM) has demanded a 3.833 fitment factor. The All India Defence Employees’ Federation (AIDEF) and Bharat Pensioners’ Samaj have also sought 3.833, while the Bhartiya Pratiraksh Mazdoor Sangh has demanded 4.0. These demands have been made to provide serving employees and pensioners with respectable compensation.

For the 7th Pay Commission, for example, the NC-JCM had demanded a 3.71 fitment factor, but the central government approved a 2.57 fitment factor, taking into consideration fiscal prudence and overall government finances.

That is why, it is vital to clearly understand that these are demands made by employee and pensioner bodies according to their experience, life challenges, and employee grievances; the final 8th pay commission fitment factor has not yet been decided. It will be notified only after the 8th Pay Commission panel headed by Justice Ranjana Prakash Desai submits its report to the Union Cabinet.

Who are Level 5–8 central government employees?

Pay levels 5 to 8 cover various clerical, technical, administrative and supervisory posts. Depending on the department and cadre, these can include junior engineers, divisional accountants, section officers, inspectors and senior supervisors.

The current 7th CPC basic pay used for these calculations is:

What do these 8th Pay Commission calculations mean?

The calculations show the direct impact of different fitment factors on basic pay. A higher factor would result in a higher revised basic salary.

However, the 8th Pay Commission has not finalised the fitment factor, and these figures should not be treated as confirmed salaries. The final pay structure could also involve changes to the pay matrix and other salary components. Therefore, gross salary and take-home pay cannot be determined solely from the fitment factor.

8th Pay Commission: What happens next?

The 8th Pay Commission’s upcoming consultations with employee and pensioner groups will be closely watched. The Jaipur meetings on 31 August–1 September will be followed by stakeholder meetings in Chennai and Puducherry in September.

For now, the 2.0, 2.1, 2.25, and 2.57 scenarios indicate how basic pay could vary for level 5–8 employees. The actual 8th Pay Commission fitment factor and revised pay matrix will be known only after the 8th Pay Commission makes its recommendations and the government takes a final decision.
