Opinion: Canada can end mortgage fraud. Why hasn’t it?

Canada has a long history of ignoring income document fraud in mortgage borrowing. Once thought of as a victimless crime, the pattern of false documents being used to allow borrowers to get mortgages much larger than their real incomes would qualify for, has risen to frightening proportions.
Some borrowers want bigger mortgages to buy bigger houses. With the help of unscrupulous real estate agents and mortgage representatives, mortgage document fraud can thrive.
Today, using digital systems with assistance from AI, fake tax documents are perfect imitations of CRA documents and these fakes have become ubiquitous across Canada. No bank employee can tell the difference between real documents or fakes and would require a way to allow CRA to verify authenticity compared to tax filings.
The only solution is for banks to have a fast, easy means to confirm the authenticity of the documents.
The USA and Britain have employed this confirmation mechanism for decades and those countries have effectively ended mortgage document fraud permanently.
Why is stopping income document fraud so important? Set aside the simple truth that it is fraud to create fake income verification, the growth of this fake document industry harms our country in many ways.
- Why should honest mortgage borrowers live with the idea dishonest borrowers can buy any house they want?
- Why should Canada tolerate a full-fledged Industry of fraudsters who openly advertise perfect fake employment and tax documents for sale?
- What happens when the real estate market changes and suddenly the prior use of these fake income documents accelerates the fall in real estate values?
The Canadian federal government now has an opportunity to adopt the same mechanism that the USA and Britain have used to eliminate this fraudulent document scourge from their countries. As further incentive, Canadian mortgage lenders have offered to pay CRA to implement the system. There is no longer any reason not to proceed to implement this program.
Mortgage income fraud can be ended in Canada now and it simply must happen. In a country that in many ways seems to be soft on financial crime here is simple way to eliminate a whole industry of criminal activity.
The banking industry and mortgage professionals across Canada have been asking the federal government and CRA to bring an end to mortgage document fraud for more than a decade. It was very close to completion in 2024 but just didn’t cross the finish line.
Now is the time: let’s get this done.
