The “Cleared for Takeoff” development plan calls for about $114 million in short-term projects and an estimated $1.1 billion in long-term projects, according to an airport spokesperson.

The three-phase plan is aimed at serving a baseline of 4.6 million passengers annually up to a future capacity of 20 million passengers, Director of Airports Jeff Mulder said.

“This is a monumental step toward balancing our landside facilities with airside terminal capacity, elevating passenger processing, and ensuring Oklahoma City remains seamlessly connected to the global economy,” he said in a statement.

Financing would come from revenue bonds, airport funds, passenger facility charge revenue, Federal Aviation Administration grants, and state and federal department of transportation funding, the spokesperson said.

Preliminary cost estimates for long-term projects are $300 million for terminal building expansion, $500 million for additional gates, $100 million for a parking garage, and $100 million to $200 million to reconstruct a departures and arrivals roadway.

The Oklahoma City Airport Trust had $126.13 million of junior lien bonds backed by revenue from leases, as well as from passenger or customer facility charges, outstanding as of June 30, 2025, according to a filing on the Municipal Securities Rulemaking Board’s EMMA website.
