LPG Gas Cylinder E-KYC New Rules: Indane Gas, HP Gas, Bharat Gas LPG Refills Stopped? Why & What To Do?
The LPG biometric Aadhaar authentication has become mandatory from October 1, 2026 onward, and LPG users who have not completed their e-KYC are no longer eligible for subsidy benefits for their domestic LPG cylinder refills. As per reports, customers have been reporting difficulties in booking their LPG refills across the country.

As per the new rule for biometric Aadhaar authentication (BAA), LPG users are liable to complete their BAA for booking refills at the regulated Retail Selling Price (RSP) with applicable subsidy.
The reason behind making BAA mandatory is to ensure that LPG at subsidized benefits reaches only genuine and deserving households in India.
By linking Indane Gas, Bharat Gas and HP Gas connections to Aadhaar, customers help prevent diversion of subsidized domestic cylinders for commercial and industrial use, remove duplicate and ineligible connections, and make subsidy delivery transparent and targeted.
As per the ministry, the BAA rule is only compulsory for LPG customers who have not completed their e-KYC. It added, that it is not meant to deny LPG to genuine household and every eligible customers can easily complete the process by following various steps.
LPG New Rules: What has changed from October 1, 2026?
The first major rule for LPG subsidy benefits is that consumers who have already completed BAA do not need to do it again. Their refills continue as before.
The second major change is that consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.
Indane Gas, HP Gas, Bharat Gas LPG Refills Stopped?
Many reports have said that customers who did not undergo the BAA process are not able to book their LPG refills at the subsidized rates. They can only buy smaller-size gas cylinders, like 5 kg and 10 Kg at the prevailing market price until BAA is completed.
Also, if the customers are not willing to undergo or apply for the BAA process, they will have to mention their status or choice at the Indian Oil, HPCL, BPCL portals. By doing so, the customers will not be able to book LPG refills subsidy and will have buy 5Kg or 10 Kg cylinders at market price.
Beyond the PMUY beneficiaries, reports claimed that LPG customers who did not complete their e-KYC will likely to have book their domestic 14.2 Kg LPG cylinders at commercial rates.
The mid-September 2026 data of Oil Ministry revealed that 27.43 crore active domestic LPG consumers have completed BAA, which covers up to 89.9% of the total LPG users.
How To Complete E-KYC For Indane Gas, HP Gas, Bharat Gas?

For October 2026, Indian oil market companies have hiked commercial LPG cylinder prices by Rs 62.50 to Rs 71.50 across major metro cities in India.
In Delhi, the 19 Kg LPG price is increased by Rs 62.50 to Rs 2,810 per cylinder, while LPG is hiked by Rs 70 in Kolkata to Rs 2,954 per cylinder. In Mumbai, commercial LPG is still below Rs 2,800 mark, at Rs 2,764.50 per cylinder, which is hiked by Rs 63.50 in the month of October.
Meanwhile, in southern cities, the commercial LPG price is hiked by Rs 66.50 per cylinder in Chennai, climbed by Rs 67 in Bangalore to Rs 2,898, higher by Rs 69 to Rs 3,065 in Hyderabad, and is up by Rs 65 to Rs 2,849 in Thiruvananthapuram.
On the other hand, the domestic LPG prices are kept the same since June 7, 2026. Accordingly, in September 2026, 14.2 Kg LPG prices will continue to be at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai, and at Rs 957.50 per cylinder in Chennai.
Last month, the ministry trimmed the booking interval gap for LPG refills for rural area customers to 25 days from 45 days. This makes the LPG refills gap of 25-days for both rural and urban customers.
